Compulsory education for prisoners
Prison Rule 32 (Every prisoner able to profit from the education facilities provided at a prison shall be encouraged to do so.) should be amended to make it compulsory for prisoners to improve their literacy and numeracy at the very least. Civitas reports that "There is a proven correlation between illiteracy, innumeracy and offending." The statistics suggest that, for whatever reason, inmates have not benefitted from the education available to them outside of prison. The facilities already exist under the rules, so compulsion would be just be part of the sentence.
