Licence and Bond Cyber-Privateers
1) Her Majesty's Government should rescind the UK signature on the Paris Declaration of 1856 that outlawed privateering
2) HM Government should licence and bond cyber-privateers who would be able to loot criminal and enemy enterprises, and would take 50% of the realised value of all goods taken
3. Cyber-privateers would be bound by a code of conduct such as that promoted by the site http://www.cyberprivateer.com
