Force councils to pay compensation after incorrectly issuing a parking ticket.
Currently there is no financial penalty for councils to quality control the issuance of parking tickets. This results in a high number of tickets being issued erroneously and causing stress to the receiver of the incorrect ticket. Forcing councils to pay out compensation counteracts this.
