Prevent Persecution of soldiers who acted in good faith during periods of war.
There shouldn't be any witch hunts after a war especially for financial compensation. Therefore IHAT funded by the government should not even exist as it undermines what a soldier does for this country, keeping everyone secure. Even the politicians and lawyers who are chasing these soldiers.
