Reintroduction Of Borstals For Youg Offenders
The Government should reintroduce borstals for young offenders with a spartan rigorous military management style. Offenders should spend the entire day in class and taking part in physical exercise with a minumum of comforts. Borstal should be a place they don't want to return to.
