Becoming a parent does not give the parent automatic rights to benefits without voluntary education on parenting

Additional Information

Having children should not give an automatic right to access to child related government benefits such as child benefit and family / child tax credits.
The rights to these should be earned by being voluntarily educated in the arts of parenting achieving, for example, NVQ1, 2 & 3 certificates with each grade giving greater access to the benefits available....you don't take or pass the exams you don't gain access to the benefits available.
There should be greater benefits available for those who as mother and father take the exams together (and pass).
