Compulsory re-tests for under-25s and over-70s

Additional Information

A large proportion of road incidents, accidents, road rage, etc. are caused by drivers in these two groups by either lack of experience/over-confidence in the case of the former and bad habits in the case of the latter. I propose that the Government bring in legislation to make an annual re-test compulsory for these age groups.
