Engage the disengaged
Taking into account the fact that this country's prison population is nearing the 100,000 mark at a huge burden to the economy, isn't it time that they start paying back to society that they feel so disengaged from by spending time as cheap labour, in state run factories. This could be producing goods that the chinese do so well and flog to us, but also farm producing food for hospitals, laundries for hospitals, the list is endless. This would engage the disengaged and make a value to the economy!
