Seek an EU deal where migrant worker benefit costs are met by their home state.
David Cameron should change tack on his negotiation with the EU over EU-migrant benefits and push for a deal which allows the free movement of workers, a core EU principle, but stipulates that the cost of any benefits for those workers be paid for by the state from which that person originates.
e.g. a Polish worker in the UK would be entitled to benefits under Polish and UK law, but would be paid for by the Polish state. Likewise any UK person living in Spain, for example, who is entitled to claim benefits would have the cost of those met by the UK government.
