Jess Philips to apologise for remarks made on the BBC.
On BBC television, Jess Philips, Labour MP, said that the situation in Cologne with regard to the mass "groping", rapes and other criminal offences was no worse than on Saturday night in Birmingham.

This offensive remark was broadcast nationally and will likely be seen worldwide via the internet.
