Automatic Life Bans from keeping animals if found Gulity of a cruelty to animals offence

Additional Information

I want the government to make it an automatic life ban from keeping animals if the person is convicted of a cruelty to animals offence and each time they are caught with another animal they are fined and the money from the fine is given to there local animal shelter and the animal is taken off them and rehomed.
