Fair and equitable pricing for all Internet service users from ISPs
ISP customers must be treated fairly & equitably regardless of locality or proximity to the exchange.
Customers should only be charged for the service they actually receive from their ISP, as judged independently.
Current rates are unattainable for many, who simply don't get what they pay for.
Pricing should reflect rates achievable by the end user, & include lower ranges of 0-1, 1-2, 2-4, 4-6, 6-8mbps etc.
"Up to" is misleading & misrepresents the true level of service delivery.
All ISPs must accept the findings of independent monitoring of end users' service, & if the mean downstream rate falls by >20%, or other agreed percentage, of the rate quoted to the customer within a rolling period, the ISP must refund to the lower charging bracket for the length of time covered by the fall.
