Marginalise stamp duty - make it fair

Additional Information

The Government should overhaul the current Stamp Duty arrangements to make it a marginal tax so that you only pay higher duty on the proportion of your property above the varying bands rather than the current practice of paying a higher percentate of tax for the entire value of your property.
