Improve land access rights for horse riders, cyclists and other none motorized trail users

Additional Information

Why should walkers be allowed access to footpaths, bridleways and byways, where as horse riders, cyclists and other none motorized trail users are only allowed access to a limited number of bridleways and byways? The current legislation for land access to trail users other than walkers is a joke and very out dated.
