The establishment of a national animal abuse register
Offenders should be placed on a National Database that is easily accessible by those who might need it with recorded data in a single searchable database.
Some of the abuses covered in such a list should include the malicious and intentional maiming, mutilation, torture, wounding, or killing of a living animal as well as those guilty of neglecting their animals.
