Make all cyclists and horse riders wear hi-vis clothing whilst on the roads
Make it the law that all cyclists and horse riders should wear hi-vis clothing whilst riding on the roads. A lot of cyclists and horse riders on the roads don't get seen until the last minute due to not wearing suitable clothing, especially during dusk and dawn.
Having appropriate high visibility clothing would make it safer if for them and car drivers, especially if for whatever reason they ride at night without lights on.
