England's capital city should be established in Birmingham.
London is tucked away in one corner of the country; Birmingham is England's most central city.

It's not clear what you mean by asking for England's capital to be established in Birmingham. If you would like Parliament and all central Government departments to move to Birmingham, you could start a petition asking for that.
