Abolish the ELQ policy and give mature students a second chance.
The Equivalent or Lower Qualification policy prohibits second time students from getting a student loan, limiting those who want to fulfil their potential. It was supposed to save money to fund first time students. There is no evidence of this.
I attended university in 1997 and gained a BA in Illustration. My career as a graphic designer never worked out, I had kids and worked for little money at home. Now nearly 40 I wish to pursue a career in mental health care, starting with a BSc in Psychology. The Equivalent or Lower Qualification policy prohibits me from getting a student loan. Why should people have to decide on their career aged 18! I want to work and pay taxes but I'm unable.
