The Government e-Petitions Team gave the following reason:

It's not clear who you would like to be guilty of committing a criminal offence if someone is required to work in order to receive benefits.

If you would like the Government to change its policy, so that no one is required to work as a condition of receiving benefits, you could start a petition calling for that.
