Make ministers in charge of services get experience in that service
Make the head of the dwp live on benefits for 6 months. Make the head of the NHS work in the service for 6 months make the head of transport drive for 6 months
In the real world you don't get a job unless you have experience for that job. Why should ministers be any different
They should get experience in the service they run then they will have knowledge of the actual service they are running
