To alleviate over-crowding on trains, abolish 1st class travel at peak times
Overcrowding is particularly bad on commuter trains during peak hours. To increase network capacity, at a low cost, standard class passengers should be permitted to travel free in first class during designated hours. The government should legislate to ensure all Train Operating companies comply.

We can't accept your petition because the UK Government and Parliament aren't responsible for the issue you raise. This is an operational decision for train operating companies.
You could start a new petition for this to be included as a requirement in all rail franchise agreements with the Department for Transport.
