enforceable smoking bans
where a body, such as a PCT ,bans smoking on it's property, this ban should be legally enforceable as it is in buildings. my local hospital ,the lincolnshire county general,had a blanket on-site ban, but could not enforce it, except against staff. it has now had to build , with NHS money, special smoking areas, which are not used by all of the smokers, who prefer to stand in the hospital's doorways,some linked to medical equipment. the security staff have no power in law to move the smokers away.
