Pass a law - all new private and commercial buildings must fit solar panels
There is no control that protects the countryside from solar panel farms sited in approporiate locations. Far greater coverage could be created if all new buildings (commercial and private) must install solar panels. France has just passed a similar law.
Laws passed by the French a Parliament in February 2015 - see http://inhabitat.com/france-requires-all-new-buildings-to-have-green-roofs-or-solar-panels/ and the Guardian Newspaper February 2015
