Scrap 20% VAT on memorial headstones and the service provided by memorial masons

Recently my 5 year daughter 'fell asleep' and i was shocked to find out that VAT is applied on memorial headstones ,memorial vases etc.
How is VAT allowed in the first place, could someone explain to me how its a value added tax when you lose someone suddenly and unexpectedly.

Additional Information

Currently charities and faith groups are allowed to claim back VAT through the Memorial Grant Scheme so can this not be opened up to the general public or VAT not applied or together.
