Schools to consider needs of all pupils when addressing attendance & behaviour

The content of this publication is concerning for pupils and their parents. It ignores individual needs and circumstances.
What if money was spent on finding ways to help students with challenges rather than simply thinking up more punitive strategies (as if schools don't already use enough of these already)?
We supposedly live in a society where respect, patience, tolerance and cooperation are all values very much embraced (and taught in schools).
Many children have been out of school and receiving minimal education for a long time through no fault of their own or their parents. Families need help, not punishment
