I want all vets to compulsory scan all pets , even if it just the first visit ????

I have personally reunited a dog (scampi) after being missing for 5 years by chip checking him the owners had owned him for 2 years and he was a little girls best friend , if a vet had scanned this dog at some point it could have saved alot of heart break , sign compulsory chip checking for all vets
