Looters should be given humanitarian 'national service' sentences. e.g. famine releaf
Convicted looters and anyone else caught in criminal activity during the recent riots should be given sentences forcing them to help people in real need. A humanitarian 'national service' run on military lines where they worked helping with famine relief or in areas of real poverty.
