Introduce a "safe for the road" certification system for both riders and horses.
Horses are large animals and potentially dangerous on the roads, especially to pedestrians and cyclists. The level of rider skill, and the temperament of the animals is enormously varied. Most horse riders are able and considerate but a significant minority are not.
