Review and change the decision to pay under 25's less then the living wage.
The living wage was introduced for 25 and over, yet the cost of living and raising a family is the same if you are under 25. Rent, food, clothes all cost the same. Independant transport is more expensive, especially insurance. Same work, same pay. Don't discriminate against under 25's.
