Impose caning on gang related convictions

Additional Information

All gang related convictions should result in imprisonment and caning (1 stroke of the cane, up to 12 depending on severity).

Caning acts as an effective deterrent against re-offending as well as gives Courts greater degrees of freedom in varying severity in sentencing.
