Use withdrawal of benefits as a deterrent rather than prison sentences as a punishment after the event

Additional Information

I would like to see the government introduce a system that deters people commiting a crime rather than just punishing them after the event.

Surely a threat to loose all benefits would hit home much harder than a threat of a prison sentence.
