Fast food establishments are required to print the car number on packaging.
In this world we live in there appears to be no pride in where we live, fast food waste papers are thrown out of car windows. All roadsides these days have fast food rubbish lying in the grass. Inkjet car reg on packaging and fine offenders.
The evidence is all lying by the side of more roads, although it could be said that the area around some fast food outlets are cleaned by their staff if the wind is there first it can finish up some distance away from the establishment it originated from. Rubbish found by the side of the road should then be collected and the registered driver given a fixed fine.

We can't accept your petition because the UK Government and Parliament aren't responsible for the issue you raise. This would be an decision for fast food establishments. If you would like Parliament to change the law, to require them to take this action, you could start a petition about that.
