Make heads of department of government have suitable qualifications for the role
Heads of department in government should have qualifications/experience in the role they fulfill. However this is rarely the case and leads to poor leadership and frustration from people effected by it. An example: the chancellor of the exchequer should have a degree in economics at a minimum.
