Legalise muskets, cannons and swords for self defence

Similar to the second amendment in the US, muskets, swords and cannons can be possessed if a relevant licence is held (level 1 for a sword, level 2 for a musket and 3 for a cannon)the weapons cannot be concealed.Also create a body to monitor gun owners and distribute licences.
