Make it mandatory to have a license for dogs.
In light of recent media reports and online posts by sspca, we the people, formally request that the UK government consider bringing back licensing to own dogs, whether they are for pets or to be used as working animals. Too many dogs are being subjected to unecessary harm and neglect.
