please help these rescue reduce being overun by making it legal all owners spay after first litter

Additional Information

we the public would love to see a law , that all breeders are made to neuter dogs after 1st litter , and a law against any breeder cross breeding pedigree dogs , rescues over run already and lots being pts as cant be rehomed , these owners cross breeding for cockapoo etc are adding to it
