Allow all those wanting to do a nvq 3 to do just that

Additional Information

I would like the government to give those in jobs and on benefits the opportunity to work towards gaining a nvq level 3 on any course. I myself cannot get onto the nvq 3 in childcare because I am 24 and not on any kind of benefit
