Convicted repeat offenders to be sent to conduct charity work in Sudan and Somalia

Additional Information

Let's not consider National Service let's consider supporting Charities by sending repeat offenders to Africa to conduct charity work in countries similar to Sudan and Somalia. They can be policed by locals in those countries the cost of living including their return flight would be far less than repeat judicial process in the uk and young offender institutes or open prisons. 3 or 6 months would be suitable payback.
