Add 'None of the above' as an option on all future election ballot papers
Every time there is an election a large proportion of voters fail to turn up, showing voter apathy. Adding a 'none of the above' option allows voters to register their protest vote in a meaningful way that can be counted and reported on at election time.
For evidence you only have to look at the trend for progressively lower voter turnout at elections, which allows a majority rule from a minority of voters who showed up.
