Make throwing bread and crumbs to birds a non littering offence.

Petition Details

I threw a bit of bread on the floor for the birds to eat, and I got an on the spot fine for doing this, even after I went picked it up and put it in the bin. The council workers waited in the car until after the "offence" happened, they were also only wearing all black with no high vis jackets on.
