Overhaul the democratic system to get leaders to care about the future

The problem: Democracy in it's current format does not create an atmosphere where politicians need to care about the future and most voters are easily manipulated and selfish so also do not care about the future.

Additional Information

The solution:
Elect a sole leader by means of "Range voting".

This leader will stay in control of the country until
A) They retire
B) They get under 25% votes in an 'in/out' vote held annually.
Then we elect a new one.

Then they will be answerable to the people still but will have the ability to create long term plans and visions for making our country great again.

Note: Range voting is scoring the candidates 1, 2, ... In the order you prefer them. You don't have to give all a number.
