Make it that you must stop and report to the police if you have run over a cat.
Currently if you hit dogs, horses, cattle, pigs, goats, sheep or donkeys you are legally obliged to stop and report the incident to the police. This law however does not include cats and therefore cats can be hit by a car and the driver does not have to report it.
