Make a dangerous dog that attacks and kills a family cat a criminal offense.
If a dog attacks and kills another dog its a criminal offense. If a dangerous dog with no lead attacks and kills a cat in a public place then no offense is committed. Cats and dogs are the most popular family pets in the UK so the laws should be the same.
My cat was killed by a dangerous dog with no lead in a public place. (footpath just behind my property). The owner made no attempt to intervene and just let the dog attack and kill my cat. The owner had traveled 10 miles to this footpath which is used sensible dog walkers using leads, by families with young children, joggers, and cyclists to send him in bushes to kill rats and rabbits Police called yesterday and I have been told there is no law for this and no offense has been committed.
