Legally require councils to provide public toilets & baby changing facilities.
There is no current legal requirement for councils in England & Wales to provide public toilets, neither is there a requirement for private establishments to allow access to their facilities. Budget cuts have led to closures across the country with some local authorities having no public WC at all.
Not only does this mean that elderly people or those with certain medical conditions can be caught short, leading to severe embarrassment, but most authorities that provide absolutely no facilities at all criminalise relieving yourself in public. Newcastle provides no public toilets, but has a by law stating "No person shall urinate or defecate in any public place." - the penalty being a £500 fine.
