allocate an area in each town with a large bike scene to blow off steam
an increasing number of people are choosing to ride motorcycles, more and more accidents are happening due to dangerous riding so providing an area where bikes can have some fun in a safe environment and not have to face the consequences. this i think will lower traffic offences at the same time.

Planning decisions are a matter for local councils. If you'd like your local council to provide this facility in your area, you could contact them directly.
If you would like the UK Government and Parliament to make it a requirement for all councils to provide off-road biking areas, you could start a new petition asking for that.
