Change the law on Minimum Requirements for Riding a Motorcycle

I do not need to write a massive amount of issues here, but however when you see young teens on motorcycles riding in shorts and t-shirts, you think something should be done! at the moment the Law ONLY requires you to wear a helmet, I think basic jeans and jackets should be Law as well as a helmet.
