Call a general election if there is a vote to leave the European Union
Pro-Remain minister in the top positions must resign. Analogous to a company trying to introduce new working procedures, if the management who have to implement the change are not 100% behind it. No matter how much better it is they will ensure it's an unmitigated disaster. A new government required
