Create a licensing system for dog ownership to prevent the mistreatment of dogs.
I believe that the number of dogs abandoned and mistreated could be cut right down by the introduction of a dog ownership license system where all potential dog owners must apply and be granted permission from the state to own certain breeds depending upon an individual's classification.
102,363 stray and abandoned dogs have been handled by local authorities between 2014 and 2015, with under half being claimed by their owners. This is preventable and also this licensing system would identify the people unfit to own a dog.
