Ballot paper votes should be in pen so there is no chance of others changing it
There was a voting fraud scandal in tower hamlets in London just last year. What's to say there have not been instances of ballot papers being changed elsewhere as they were done in pencil, but not caught? To remove this unlucky but possible action from the corrupt few, all votes should be in pen.
This way everyone knows beyond doubt their all important and valuable vote is counted as they intended it to be.
