Ban horses on public roads or bring in a road test for horses and horse users.
Horses on roads are dangerous to themselves, other road users and pedestrians. They defecate on the roads and do not pay road tax which can help to repair damage they can cause or add to. Many riders are inexperienced on roads and many horses on roads behave in a dangerous manner.
